Helping Lead the Tax-Cut Effort

Kay has done more than vote for tax relief. He has carried major income-tax reductions through the Utah House.

2024

S.B. 69 — Income Tax Rate Cut

Kay carried the legislation in the House that reduced Utah's income-tax rate from 4.65% to 4.55%, delivering approximately $167 million in tax relief.

2025

H.B. 106 — Income Tax Revisions

Kay carried H.B. 106, reducing the rate from 4.55% to 4.50% and providing approximately $103 million in annual tax relief. The legislation also expanded the child tax credit and created an employer child-care tax credit.

2026

Another Income Tax Cut

The Legislature continued the tax-cut streak, reducing the rate again from 4.50% to 4.45%. The change provides approximately $101 million in ongoing annual statewide tax relief.

Tackling Everyday Costs

Keeping Utah affordable requires more than one tax cut. Kay supports policies that address the costs families encounter every day.

Lower Fuel Costs

Utah reduced the motor-fuel tax by 15%, approximately six cents per gallon, while also working to strengthen Utah's long-term fuel supply and storage.

Help for Young Families

Utah expanded eligibility for the state child tax credit so more families with young children can qualify for relief.

Changes to Utah's Truth in Taxation process require local governments considering tax increases to give taxpayers clearer information and a more meaningful opportunity to weigh in.
